    The Delaware Housing Opportunity Fund , Inc (DEHOFI) is a 501©3 corporation that provides financial assistance in areas of housing needs to include but not limited to: low and moderate homeownership, community development, disaster response specific to housing and financial support to other organizations involved in parallel missions. The DEHOFI Board of Directors consists of 11 members with at least 6 of the members being REALTORS®. The current President and Immediate Past President of the New Castle County Board OF REALTORS® serve as Board members by right of their office but are not be eligible to serve as the President. The Chief Executive Officer of New Castle County Board OF REALTORS® serves as Secretary and ex officio.

    BOARD OF DIRECTORS

    Bill Whittaker, President

    Bill is a lifelong resident of Delaware and New Castle County. Bill has been selling real estate for over to twenty years and has served the NCCBOR  in various positions including President in 2000. Bill was honored to be the NCC REALTOR of the Year in 1998. Bill is the father of six children and currently lives with his wife, Cristen in North Wilmington.

    The establishment of Delaware Housing Opportunity Fund Inc.  (DEHOFI) was the brainchild of Bill when he began seeking a meaningful way for REALTORS to connect with their community by addressing the housing needs of the under-served and less fortunate.   Thru Bill’s leadership and drive, DEHOFI has established itself as a 501c3 organization with a mission and plan that to date has touched more than 500 families and individuals looking to better their lives and create a more stable community for all in New Castle County.


     Shana Delcollo, Vice-President

    Shana joined Patterson-Schwartz Real Estate part-time over 15 years ago while receiving my B.S. in Business Management and Marketing from Goldey-Beacom College.  While still at the PSRE Hockessin office in 2009 Shana along with real estate partner Diane Salvatore formed Delcollo & Salvatore Real Estate. Shana enjoys helping others succeed and work toward their future goals and works with Patterson-Schwartz in teaching  courses to veteran agents as well as successful start to newly licensed agents.  Shana has been recognized as a lifetime member of the New Castle County Board of Realtors Million Dollar Club, she has also earned the National Sales Award from The Realty Alliance in recognition of exceptional performance as a leading residential real estate sales professional in America. Shana was the New Castle County Realtor Spirit Award in 2012 and served as the Co-Chair of the New Castle County Board of Realtors Showcase from 2008-2014, Showcase committee for DAR 2012-2014 and the Board of Directors for NCCBOR from 2012-2013.  Chair and Assist with the Leukemia and Lymphoma Society of Delaware 2011-2013. I am proud to be an active member of the Delaware Housing Opportunity Fund


     Bert Green, Treasurer

    Bert GreenWith over 30 years of experience and over 2,000 home sales, Bert has been the epitome of a leader in the greater community as well as the Real Estate community. Not only did Bert serve as NCCBOR President, he has spent 20 of his 36 years in real estate serving on the Board of Directors. He received the coveted Realtor of the Year award in both 1989 and 1995 – a stellar achievement! Bert owned the Greenville Company, and is now a member of the nationally recognized RE/MAX team.

     

     


    Gina McCollum-Crowder

    Gina McCullom-CrowderGina McCollum-Crowder is the immediate past President of the NCCBOR. An associate broker licensed in DE, PA and MD, Gina has served the housing industry since April 2003. Gina has received the 100% Club from RE/MAX International in 2010, Realtor of the Year Nominee in 2010, NCCBOR Spirit Award Recipient in 2008, Awarded Regional Del/Penn Mentor of The Year Award from her previous employer Weichert Realtors in 2006. Gina worked in the financial industry for many years as VP of Margin Trading Operations for DLJ and JPMorgan Chase. Graduated with a B.S in Business Administration with concentrations in management and finance from Monmouth University in 1996, and received her MBA at Saint Peters University in 2000. Gina has a passion for helping others and is involved in many charity organizations.


    Paul Pantano

    Paul PantanoPaul M. Pantano, Wilmington DE, is an active market participant and proven leader in the real estate industry both locally and nationally. Highly engaged in the commercial and residential markets of New Castle County for two decades, Mr. Pantano is a market leader.

    Nationally, Mr. Pantano participated on the National Association of Realtors Board of Directors and Land Use committee in 2007 & 2008. He is past president of the New Castle County Board of Realtors, Realtor of the Year for the State of Delaware (2011) and Realtor of the Year for New Castle County in 2010. Mr. Pantano is engaged with local government in Neighborhood Stabilization Program (NSP) initiatives and provides consulting services to Community Development Companies and Urban Charter Schools among other community volunteer activities throughout the greater Wilmington area.

    Mr. Pantano, is principal of PANTANO Real Estate, Inc. a niche firm created in 2001 to provide top-notch real estate sales services to institutional and local owners of residential and commercial property. Providing agency and consulting services regarding the disposition of owned assets since 1990 he participated in the marketing , managing, and disposing thousands of institutional, residential and commercial assets for financial institutions and hundreds of individuals in the greater New Castle County marketplace.

    Mr. Pantano is a Wilmington native, possesses a B.S. degree from University of Delaware in Business Administration and Organizational Theory. He resides in Greenville with his wife and three children.


    Brad Cowen

    Mr. Cowen has been with EDiS since 1979 and served as a Field Manager until 1988 whenBrad he moved into the main office as an Estimator. Since then Brad has been a Project Manager, Senior Project Manager and is currently Vice President and Operations Manager. He has extensive experience with a wide variety of construction projects in the retail, healthcare, education, industrial, office and judiciary/correctional facilities sectors. This experience also includes new construction, renovations, additions and adaptive re-use. His responsibilities include project planning and management during the design phase along with involvement through construction, owner occupancy and warranty period.


    William E. Ward

    Bill WardMr. Ward graduated from Emory University with a B.A. in history in 1978 and received his law degree from Duke University in 1981. He is a member of the Delaware and Georgia Bar Associations and the American Bar Association. He is a partner in the firm of Ward & Taylor, LLC working primarily in the area of residential real estate. He teaches real estate law for the Delaware School of Real Estate and is a frequent lecturer on real estate issues at seminars and classes sponsored by the New Castle County Board of Realtors, Kent County Association of Realtors, Sussex County Association of Realtors and the Delaware Association of Realtors.

    Bill was awarded the Education Award by the New Castle County Board of Realtors in 1996, 2004, and 2009, and the Affiliate of the Year Award by the same organization in 1997. He served on the Education Subcommittee of the Delaware Real Estate Commission from 1990-1997 and again from 1998-2002. He was chairman of the Subcommittee in 1999.

    Bill is currently a member of the Board of Directors of the New Castle County Board of Realtors, Delaware Housing and Opportunity Fund and the Diamond State Land Trust. He lives in Landenberg, PA with his wife and two children and loves golf, tennis and most of all, Duke basketball.


    Robert “Bob” Weir

    Robert "Bob" Weir
    Bob is the Chief Operating Officer of the New Castle County Board of REALTORS®. Mr. Weir is also a member of the National Association of REALTORS® Federal Policy Committee.

    Prior to holding this position, Bob had served three mayors of Wilmington in various capacities in the Real Estate and Housing Department leaving as the Director of the Department in 2005

    During his tenure with the City, Bob was integral in the development of several housing strategies such as the RISE areas, the Wilmington Housing Partnership’s Down-Payment and Settlement Assistance program, the Eastside HomeOwnership Zone and the initiation of the Ship’s Tavern District as well as the planning and management of the City’s Federal Consolidated Plan and its associated grants.

    Bob holds an International Coach Educator license and coaches several levels of rugby in the area including the MARFU Senior Women’s All-Stars and the Philadelphia Women’s Rugby Club.  Bob and his wife, Polly live in Wilmington and have two sons Peter (24) and Colin (21).


     

    Lawrence R. Cessna

    Larry is currently the President/CEO, Ingleside Homes, Inc. and has extensive experience in nonprofit management, business development and senior facility and service operations. He is an experienced professional who has led companies to success in both the private and public sector. In his current role at Ingleside, he oversees the operation of independent living and assisted living facilities, home healthcare services, community outreach, home repair programs, and the development of new facilities for senior housing. Larry has a BS in business from Widener University and is a lifelong Delawarean.


     

    Stacey Truemper

    Stacey has recently taken a position as AVP with Tidewater Mortgage based out of Virginia Beach, VA. Previous to her current position, she worked for Mortgage Network for the past four years.
    Stacey has over 20 plus years of lending experience in the mortgage industry with 15 years in management. Having owned two successful mortgage brokerage businesses, her success is due in part to her knowledge and experience in the ever changing mortgage world.
    For the past 4 years Stacey has been recognized as a FIVE STAR MORTGAGE PROFESSIONAL IN DELAWARE. This award is presented to less than 5% of all mortgage professionals for exceptional service and overall satisfaction in which a survey was conducted of more than 4500 Delaware homeowners. Those who participated in the survey provided the name of the mortgage professional and rated that individual according to the criteria such as overall satisfaction and whether they would highly recommend the mortgage professional to a friend.
    Stacey is an approved continuing education instructor with NCCBOR, approved with DSHA to teach the first time buyers class, is a certified instructor with the Delaware Money School and is currently Secretary/Treasurer for the Christiana II Networkers (BNI).
    Stacey currently resides in Newark De with her three children. Stacey spends time volunteering at the Food Bank of Delaware and West End Neighborhood House.
