The Delaware Housing Opportunity Fund , Inc (DEHOFI) is a 501c3 corporation that provides financial assistance in areas of housing needs to include but not limited to: low and moderate homeownership, community development, disaster response specific to housing and financial support to other organizations involved in parallel missions. The DEHOFI Board of Directors consists of 11 members with at least 6 of the members being REALTORS®. The current President and Immediate Past President of the New Castle County Board OF REALTORS® serve as Board members by right of their office but are not be eligible to serve as the President. The Chief Executive Officer of New Castle County Board OF REALTORS® serves as Secretary and ex officio.

Jordan Hines,  Executive Director

Growing up on the East side of Wilmington, Jordan Hines developed passion for service and the kind of interest local and national government work that would eventually bring us to this current proposition: Executive Director of Delaware Housing Opportunities Fund, Inc.

Over the course of his life and career, Jordan Hines, worked as a Robotics Coordinator for F.A.M.E. Inc. (Forum to Advance Minorities in Engineering) to promote the representation of minorities in Engineering, and would go on to serve as Project Director for Christina Cultural Arts Center. 

In the political arena, Hines has volunteered on campaigns such as the Diversity for Change Movement, Obama for America, Beau Biden for Attorney General and Ciro Poppiti for Lieutenant Governor.

With each experience, Jordan Hines was able draw valuable insight and a greater respect for the institution of elected office and the power these representatives can have to foster positive change in their communities.

In 2016, while serving as a Legislative Aide for the Register of Wills of New Castle County, Jordan Hines assisted seniors and other property owners in navigating the complex process in securing their assets. In that role he also worked with the national NAACP on a Pardons Clinic for ex-offenders, an unprecedented partnership that allowed law students to provide free legal services to Delawareans going before the state Board of Pardons. 

In January 2017, Jordan Hines was appointed the post of Legislative Policy Analyst for Wilmington's 107th City Council. In that role he represented the council on public committees, community meetings, tracked federal, state and local legislation, and was a liaison to the Delaware General Assembly.

Paul Pantano

Paul M. Pantano, Wilmington DE, is an active market participant and proven leader in the real estate industry both locally and nationally. Highly engaged in the commercial and residential markets of New Castle County for two decades, Mr. Pantano is a market leader.

Nationally, Mr. Pantano participated on the National Association of Realtors Board of Directors and Land Use committee in 2007 & 2008. He is past president of the New Castle County Board of Realtors, Realtor of the Year for the State of Delaware (2011) and Realtor of the Year for New Castle County in 2010. Mr. Pantano is engaged with local government in Neighborhood Stabilization Program (NSP) initiatives and provides consulting services to Community Development Companies and Urban Charter Schools among other community volunteer activities throughout the greater Wilmington area.

Mr. Pantano, is principal of PANTANO Real Estate, Inc. a niche firm created in 2001 to provide top-notch real estate sales services to institutional and local owners of residential and commercial property. Providing agency and consulting services regarding the disposition of owned assets since 1990 he participated in the marketing , managing, and disposing thousands of institutional, residential and commercial assets for financial institutions and hundreds of individuals in the greater New Castle County marketplace.

Mr. Pantano is a Wilmington native, possesses a B.S. degree from University of Delaware in Business Administration and Organizational Theory. He resides in Greenville with his wife and three children.


Denise McCormick

Denise McCormick is Managing Director and co-founder of CK Capital Management Corp., which is one of the industry’s leading short sale facilitation companies serving realtors, sellers and buyers locally for over 15 years. She is an active affiliate member for the Board of Realtors in New Castle and Sussex Counties in Delaware, Cecil County and Coastal Association in Maryland, and Suburban West Association in Pennsylvania.

Denise currently serves as Chair Person of the social committee for the New Castle County Board of Realtors affiliate network focused on helping expand relationships between local realtors and the affiliates who serve them. She was named Affiliate of the Year for 2015 by the New Castle County Board of Realtors. Most recently Denise was awarded the DEHOFI Service Award for her time and efforts serving the charity.

Denise frequently teaches at the New Castle County and Sussex County Board of Realtors, and DAR. She also holds educational seminars for local real estate brokerages. She is a current member of the DEHOFI Board.

Denise is a graduate of Widener University and is married with two children. She enjoys the beach, boating and working out.



With over 30 years of experience and over 2,000 home sales, Bert has been the epitome of a leader in the greater community as well as the Real Estate community. Not only did Bert serve as NCCBOR President, he has spent 20 of his 36 years in real estate serving on the Board of Directors. He received the coveted Realtor of the Year award in both 1989 and 1995 – a stellar achievement! Bert owned the Greenville Company, and is now a member of the nationally recognized RE/MAX team.


William E. Ward

Mr. Ward graduated from Emory University with a B.A. in history in 1978 and received his law degree from Duke University in 1981. He is a member of the Delaware and Georgia Bar Associations and the American Bar Association. He is a partner in the firm of Ward & Taylor, LLC working primarily in the area of residential real estate. He teaches real estate law for the Delaware School of Real Estate and is a frequent lecturer on real estate issues at seminars and classes sponsored by the New Castle County Board of Realtors, Kent County Association of Realtors, Sussex County Association of Realtors and the Delaware Association of Realtors.

Bill was awarded the Education Award by the New Castle County Board of Realtors in 1996, 2004, and 2009, and the Affiliate of the Year Award by the same organization in 1997. He served on the Education Subcommittee of the Delaware Real Estate Commission from 1990-1997 and again from 1998-2002. He was chairman of the Subcommittee in 1999.

Bill is currently a member of the Board of Directors of the New Castle County Board of Realtors, Delaware Housing and Opportunity Fund and the Diamond State Land Trust. He lives in Landenberg, PA with his wife and two children and loves golf, tennis and most of all, Duke basketball.


Robert “Bob” Weir

Bob is the Chief Operating Officer of the New Castle County Board of REALTORS®. Mr. Weir is also a member of the National Association of REALTORS® Federal Policy Committee.

Prior to holding this position, Bob had served three mayors of Wilmington in various capacities in the Real Estate and Housing Department leaving as the Director of the Department in 2005

During his tenure with the City, Bob was integral in the development of several housing strategies such as the RISE areas, the Wilmington Housing Partnership’s Down-Payment and Settlement Assistance program, the Eastside HomeOwnership Zone and the initiation of the Ship’s Tavern District as well as the planning and management of the City’s Federal Consolidated Plan and its associated grants.

Bob holds an International Coach Educator license and coaches several levels of rugby in the area including the Salesianum HS and the Philadelphia Women’s Rugby Club.  Bob and his wife, Polly live in Wilmington and have two sons Peter (25) and Colin (22).


Dawn Momot

Dawn is the Housing Finance Manager for Delaware State Housing Authority and a Delaware native. She has been assisting homebuyers state-wide first as a licensed mortgage lender and now as a housing finance manager.  She serves as a the affiliate board member of New Castle County Board of Realtors (NCCBOR) and on the board directors for Delaware Housing Opportunity Fund, Inc (Dehofi).  She has gained leadership qualities and the respect of her peers and professional relationships within the community by her commitment to the highest of standards.   Dawn was honored by receiving the 2016 Service award from NCCBOR due to her work with Dehofi and was honored in 2017 from NCCBOR as the affiliate of the year award.
